HICAP grew out of a need to help seniors and those on or about to qualify for Social Security or Medicare make informed choices about an ever-increasingly complex healthcare system. In 1984, HICAP programs were instituted in California by an act of the Legislature, and they soon they became important resources as the choices and complexity of healthcare programs grew. Today, there are over 30 trained and registered volunteers and staff counselors to serve constituents of San Diego and Imperial counties. Although we primarily advise about Medicare plans and provisions, counselors are prepared to help with many other issues or referrals affecting seniors. HICAP is a program of Elder Law & Advocacy, a nonprofit 501(c)(3) organization. |
